A changing risk landscape, exacerbated by climate change and COVID-19, is setting us behind on poverty targets, and narrowing the window of opportunity for action. Crises are increasingly multidimensional, severe and frequent, with many countries experiencing multiple overlapping crises, both recurrent and protracted, with climate change deepening and driving new and unexpected risks.

Building the early warning capacity of hydrometeorological agencies: the Finnish approach
The Finnish Ministry for Foreign Affairs (MFA) has made meteorology and disaster risk reduction a key outcome in its development policy under its climate and natural resources focus area. It has built a long experience in funding meteorological capacity building projects from weather observation infrastructure and capacity building of national hydrometeorological agencies with one of their key funding mechanisms, the Institutional Cooperation Instrument (ICI), with which they have delivered capacity building projects globally for decades.
People-centered approach to EWEA: Connecting Liechtenstein and the Climate Centre in the Pacific
The Red Cross Red Crescent Climate Centre and the IFRC (a convening member of REAP) were participating in two GCF programmes on ensuring climate financing meets the needs of the most vulnerable populations. Through the REAP Marketplace, Liechtenstein (also a convening member of REAP) was matched with the Climate Centre and their programme in the Pacific. In late 2020, the Liechtenstein Office for Foreign Affairs approached the Climate Centre with a CHF 100,000 funding opportunity to expand its activities.
Improving weather information services for high-risk communities: The DARAJA project in Jamaica
This example was born out of the commitment of three REAP founding members who were able to build on the platform to catalyse new partner connections and promote regional scale up: it is the fruit of a collaboration between the UK Government, through UKAid’s Weather and Climate Information Services for Africa (WISER) Fund, the Government of Jamaica and Resurgence.
